Rpm running 1000 revs all time

Volkswagen Passat 2009 Vw passat 20 tdi 155500 miles
My car is always running at 1000 revs from start off and it also emits white smoke all time on set off low revs. I have had various diagnosis done but nothing shows up at all baffling all mechanics. The fuel efficiency has gone high as this problem is o going for last six weeks. Only time the rpm comes down is when there is 30 miles onfuel gauge remaining

Just to start i would get some mass air flow cleaner. The Mass Air Sensor is the first sensor on your air intake. Remove sensor and genty spray the fine wires in sensor. May solve problem or may have to replace sensor. The mass air flow inputs to your vehicle's ECM and adjust fuel delivery based on air temp, throttle position and a few other inputs.
If that does not fix i would look for pluged catalytic converter, remove the two 02 sensors at exhaust and see if problem changes as far as rpm if so possible pluged catalytic converter hope this helps

Ok .how good and help to do engine overhale on white smoke that comes out in my exhaust too??

Oil Consumption

Volkswagen Passat 2016 1.8 L 4cyl turbo 80000 miles
I am adding 1 quart of oil about every 600 miles. There are no signs of leaks or smoke from the exhaust.
