I have a similar issue except I did have a blown radio acc. Fuse when I replaced it, the stereo lit up for about half a second now it won’t turn on but the fuse isn’t blown? What’s happening here?

Overheating

Honda Civic 2004 Ex coupe 180500 miles
I just bought a used 2004 Honda civic ex coupe and it started overheating. The previous owner said that he replaced the radiator, timing belt, water pump, etc. And gave me the old timing belt as proof. I replaced the thermostat to see if that was the issues but it was not. When I open the radiator cap to add coolant it is never full. Any ideas?
