Engine turns, but won't start

I have gone through the electrical, new starter, new distributor, new battery, as well as plugs and wires. Even while trying to jump it, nothing happens. Only thing I can think of that could be it, would be the neutral safety switch. But I thought of that too late. My car is now snowed in. Is there possibly anything else I could have missed? Any questions to help clarify diagnose the problem, I am happy to answer. I've been scratching my head on this for a while.

I am not sure of what you mean, timing as in my spark, belt going back to the water pump, or another I am unfamiliar with. I am not meaning to be crass or anything of the sort, but "timing" is a bit unspecific to move forward on.

Recently did a JDM swap from the original R 18 motor to a JDMR 18 motor changed all sensors to the American one plus throttlebody now car will only start with something in the OBD 2 port nothing has to be on in the OBD2 port just plugged in

Automatic gearbox not shifting

While I go 90 above speed sudden break the gear will not going to automatically down. Its go to neutral but in the geer position still in drive mode. After that we need to change manually in neutral and then drive.

Overheating

Honda Civic 2004 Ex coupe 180500 miles
I just bought a used 2004 Honda civic ex coupe and it started overheating. The previous owner said that he replaced the radiator, timing belt, water pump, etc. And gave me the old timing belt as proof. I replaced the thermostat to see if that was the issues but it was not. When I open the radiator cap to add coolant it is never full. Any ideas?

Rain on windows

Honda Civic 2017 hatchback 4000 miles
When you lower the front windows to clear the water on them they just come back up with the water on them. On my old golf the windows came up clean.
