Car overheating. Water pump changed, Thermostate and radiator replaced. It still overheating

I've a 2007 vw Passat 1.6 FSI, the window water won't release, the water pump works I tested it but is not making any noise to indicate it's working, i tried the connection to the pump with a multimeter and I'm getting a reading of power, the fuse is good too, any help would be great
