When I'm driving the seatbelt chime will go off. I have to pull over and stop and restart the car. Is there a fix to this issue?

The sound and light are always on even when seatbelts are being worn.

My 2003 Corolla, has a high pitch sound that increases as i increase speed. I also notice that i can reach 65 mph but seems to feel low on power. I also feel vibration through the seat belt and throughout the car.

As I was driving to work yesterday my car did a sort of "kick jump" and all the electrical accessories went out except interior light. No windows, no wipers, no temperature control, locks onlyneork manually. No dashboard at all except open door, seat belt, and check engine light. Only thing that works is the interior light and emergency lights. Furthermore in order to shift out of Park I have to use the emergency shift override button. Battery is fine, car still runs but no electrical accessories. I checked all the fuses and none are blown. I'm stumped on what the issue may be
