What could be the problem,?

I have a squealing or whining sound seams like a belt possibly... It's an on and off issue but when it's doing that the lights also get dim and the heat of I have it on seems to die down also... I just changed the alternator and belt and the power steering belt none of which made it stop any ideas...

The front and rear suspension and in the air band squeals from the air
