The fuse and motor work for wipers I don't know if it uses a relay but I have no idea where the relay would go or what number it would be

Windshield wipers only works on high

Volkswagen Jetta 2011 2.0L automatic Trendline 233388 miles
They will only work when the arm is at the highest and they will stop to wipe when the car is below 8km/h. I can’t find any sort of relay or fuse that can cease the problem, even when looking online no one seem to find a solution to the problem. Is it the windshield wiper’s arm or is it the motor that needs to be replaced, I need help…

Electrical problems

Volkswagen Jetta 2011  134000 miles
Changed out battery and now windows, locking system, horn, windshield wipers and trunk won’t open. Yes I used a memory savor. 3 rd time switching out battery. I can’t seem to find the blown fuse.

Starter fuse

Volkswagen Jetta 2019 SE 158000 miles
My starter fuse keeps blowing. Does the fact that the windshield wiper fuse is removed have anything to do with this? The wand on the steering wheel was broken off and I removed the fuse so they couldn't be turned on by chance somehow. Could that be what's making it blow? I know there has to be something shorting it out or a naked wire somewhere to make it just blow out of the blue like that.
