The rpm is running high and it jumps when stopped

2013 Honda civic SI with k24 having problems accelerating when gas pedal is being pushed and RPM's are going up and having a grinding problem when changing gears including reverse clutch was changed not to long ago

The A/C on my civic 2007 only works when the weather is not too hot or when driving without stop on the freeway. If I am driving in the city and stop and the traffic lights the A/C doesn't cool off any more and the rpm goes up and down like the compressor is going on and off constantly. Whats wrong with it.
