Weird noise when it rains

Honda Civic 2001  200000 miles
When I drive and it's raining, I start to hear a weird sound on the front, near the passenger side. I hear the sound both when it rains and when I go over a street with puddles, shallow but deep enough to splash. The sound is similar to a snoring, and it goes away when I press the clutch. But it only happens in these two situations, I have no idea what it could be!

I had exactly the same issue when it was raining, and only when climbing uphill. In my case the problem was that the inner fender was damaged and water was splashing into the engine. I realized this because it was also making a squeaking noise typical of a wet belt. I changed the inner fender and I would also suggest you check the wheel's bearings. The noise stopped in my car. Front end noise

Honda Civic 2003 1.7 civic 4 door 1300000 miles
Front end noise sound like going over rumble strips coming from front end when I go over small bumps stops when I let off the gas.

When I start in morning that time I turn wheel for take out from parking and it's making noise like something is breaking and this noise is from front tyres what is this problem how can I fix
