Weird noise when it rains

When I drive and it's raining, I start to hear a weird sound on the front, near the passenger side. I hear the sound both when it rains and when I go over a street with puddles, shallow but deep enough to splash. The sound is similar to a snoring, and it goes away when I press the clutch. But it only happens in these two situations, I have no idea what it could be!

I had exactly the same issue when it was raining, and only when climbing uphill. In my case the problem was that the inner fender was damaged and water was splashing into the engine. I realized this because it was also making a squeaking noise typical of a wet belt. I changed the inner fender and I would also suggest you check the wheel's bearings. The noise stopped in my car. It only happens when it rains but when I break really hard when it's raining the front end shakes really bad and the steering wheel shakes with it I put new ball joints in it lower control arms and sway bars what else would cause it

I have the same problem with the Right Front end in the wheel when i turn while reversing and sometimes feels like a wobble at full turn when going forward, I feel like it's the wheel hub or control arm
