My left headlight is semi-functional. The low beam doesnt work at all but the high beam does for some reason but only on one setting. There are two settings to turn on my brights

1. I can turn the dial to brights (doesnt work)
2. I can pull the entire lever to temporarily turn them on (does work)

The right headlight works at every setting. I tried putting new fuzes in but that had no effect. Does anyone have an idea of what may be wrong?
