Air is either immediate and cold or slow and warm to cool, fans blow hard then low, very inconsistent, could it be used control head installed a year ago ran by fuse? what fuse is affiliated with control head?

A/C compressor is engaging then immediately disengages. Please advise! It starts out receiving correct voltage then depletes
