Can't shut the windshield wipers off

The switch in off position but still the wipers are on when I just turn the ignition.

When I got everything worked as should. Then my wipers would come on and keep while car was running and had to pull fuse to stop them. Then my left signal would work sometime when it wanted to. Then I changed plugs and coil packs and the left and right didn't work at all. Checked all fuses were good. So I replaced the switch and still not working don't know what else to check
