When i turn key off the alarm comes on can"t cut off with out taking nagitve cable off. Or starting it

2007 Chevy Silverado will not turn over. Has a new battery, took the starter out and had it checked. Starter shows good. Vehicle has no alarm system or remote control system. No sure what the problem is or what else I could check
