Doesn't send 12 volt to the water pump

Not getting 12V. The valves in the pump is not opening due to its only receiving a 4 Volts. Its over heating when it reaches its temperature. I just wanna make sure before I make a decision to either change the ECU or the wiring on the pins are wrong. This has been to multiple shops

Put in a new radiator and make sure the system is bleed properly

Sometimes I get 3 faults pop up on the dash. ESC (Stabilisation Control) , Parking Brake Fault, Drive System Fault. I sent it into a garage for testing and diagnosis, where they diagnosed the fault as malfunctioning water pump (leaking down onto camshaft intake sensor - thus throwing up the fault codes). After all this work, it was fine for around 8 months, until the fault began to come back again. I took it back to the garage who said they were unable to replicate the fault.
