When I turn on my car the speedometer shakes at zero and my revs sit at 0 and if I drive like this every now and then the speedometer will hit 220 kmph

I have an issue related to unstable idle RPM, and also if a do a very very small push of the acceleration pedal, something like millimetre by millimetre instead of accelerating the RPM start fluctuating between 500 to 1200 RPM and the engine shakes, so i decided to unplug the CAMSHAFT POSITION VALVE (SOLENOID), and the engine didn’t experience the issue any more, i have decided to changed them, installed two new solenoids but when plugging them in the issue returns. Same rough idle, and also same fluctuation then pushing the pedal slowly. Any ideas what can the issue be ?
