I bought the car from 28000 kilometres now the car is 40000 kilometres, is that need to change brake pad and changes needs to filter?

Parking brake alert comes on after parking brake has been released at 5km/h. But no problem with the brakes. It keeps beeping throughout the journey but when the car is at a dead stop it stops once it starts moving it starts again.
