Stays illuminated and doesn't blink

The lights on the buttons work and the display doesn't show and don't nothing comes on or out the vents ac and heat

Had a problem with overheating, fixed the leak and changed termesthat. Followed instructions on burping radiator. Noticed that radiator cooling fans not turning on checked relays and fuses under hood… 

Fuel filter clogged , need location

Replaced bulb but still doesn't work
