The On-board diagnostics (OBD) scanner will power on, but will not "Communicate with the PCM." The engine is running great, with no misfiring or stutter. No engine codes are being thrown either. All fuses are operating and not blown.
My opinion is that Dodge does this on purpose. They want you to pay at the dealership. They will give you a printout of all the codes, but these generic OBD2 plug in scanners "do not communicate with PCM" by design $$
