Fog lights: Headlights and tail lights. Their intensity is high so that their light can be seen through the fog.

Headlights are used to illuminate the path. They are placed in the lower part of the bumper. In the rear part there is usually just one rear fog light that is used to make the car move visible for the other drivers.
So my brake lights work but when I turn my taillights on the driver side doesn't work. I've check fuses and replaced bulbs. I even took out the light fixture and plugged it in to the passenger side and it works. I do have a fog light out on the passenger side that I haven't fixed. Could it be that those are connected? Like Christmas lights when one doesn't work it affects the others?
