Horn and wiper fluid doesn't dipense?

After work this evening I got in my '06 Sebring limited convertible and was driving along. I needed to use my wipers and when I turned the switch or even tried getting windshield wiper fluid nothing happened. Then I came to the conclusion that not only was they not working but none of the turn signals were working either. Some where between the 15 minute drive home I hit a very small bumb and all of the sudden the wipers we going and after a few minutes the turn signals were working again. Where should I look first to try addressing the issue. My coworker said that it could possibly be a MFS switch but I know very little about vehicles or how to mechanic when needing it but I'm trying to address Ideas of what is happening

Windshield wipers randomly freezing, speeding up, slowing down when on. Nothing is consistent with issue.
