If it’s blinking when you turn the car in then the Blinking means one or more of the TPMS is going bad

Back tire locks up when emergency break released

Toyota Tacoma 2016 4 dr, 6cyl, manual 80000 miles
Any time I use my emergency break, no matter what the temperature is, my back passenger tire locks up. In the winter it is the worst as it won’t rotate at all until it decided to break loose, usually by hitting a curb. During the summer it will have strong resistance and will help if I put it in reverse a couple feet to release. I had the manufacture look at it and was told to just not use my emergency break. That some times water can get into the breaks and freeze them. But it happens at all temps including above 100 degrees.

Telling you not to use it is totally wrong. I'm leaning toward the cable damaged/kinked or the "parking brake lever" (the one that pushes the shoes toward the drum) may be rusted, damaged, etc.
I recommend taking the drum off and visually inspecting it. Relying on someone who says just don't use it...I'm not trusting him.
