When cranking makes some weird whirring sound. New battery, starter, alternator, spark plugs, fuel tank fuses are good n I’m still confused. Help

And I’ve checked the fuse box on both ends under the hood and in the driver side and everything looks cool legit but it has no spark. I popped the radiator cap and looked at the called solenoid radiator cap underneath the radio cap. The thing spin it. I think it’s a solenoid or something Anyways that spins but when you pull the spark plug out, there is no spark and I don’t hear the fuel tank or fuel filter I mean, fuel pump at all.

I changed the gas tank and filled it but now the car won't run it cranks ok but wo'nt run
