keeps telling me that I have a burnt out light bulb

I've replaced both the passenger and driver side headlight bulbs. Driver's side works, but passenger side doesn't. The fuse diagram on this site, as well as in my owners manual and the fuse box cover say the fuses are F55 and F61, however, neither location has a fuse in it. But again, driver's side lights still work. Anyone experience this?
