No dash lights or gauges, no power, no.crank but battery is good.

So I've been going nuts trying to find connections, relays, and splice from factory. Long story short is I've changed headlight, headlight switch(pull style) with dimmer. -Voltage w/ Low beam is 11 1/2 volts, hit high beam and it 9 to 19 volts. - When light is in socket with low beam it appears to be like 80% and when I hit high beam it goes to almost off, it doesn't matter if I flash high beam, or leave high beam on. -I've even doubled up the ground wire at socket to frame on van with other factory ground.
