Cluster gages problems, works when it feels like

I can coast at 45 mph once I've reached 30 mph. One my speedometer days 30 mph I can remove my foot from the gas and it will climb to about 45 mph and stay there. I will not allow down until I hit the brake. Needless in saying but choosing a bit more in gas.
