It has trouble shifting gears from 1st to 2 nd gear

When I start my car and put gear on drive my car is running on only 1st gear it's not shifting to 2nd gear and then I am powering off my car and I am starting then the gears are shifting normally

My 2002 Chevy blazer is having a hard time shifting into 2nd and 3rd gear it kinda slams into the gears. I changed the vehicle speed sensor and had no luck...any idea on what it could be ?
