AC compressor doesn’t kick in plus both fan not running! I checked all fuses looks good but I haven’t check the relay. How to check relay?

The radiator fan and air cond fan doesn't turn if the air cond is off, but when the air cond is on. They work as expected.

The low pressure charging port is snap so i buy a new ac low pressure line use a vacuum pump and put new oil but the compressor won't start
