Fuel gauge always on "full"

Fuel gauge always on "full". I want to check the fuse first, but need to locate the appropriate fuse. My owners' manual indicates the fuse box cover to be on the left of the interior side of the instrument panel - left of glove box (on left). This is a right-hand drive model. However, I can't find any way of accessing it. There is a fuse box in the engine compartment that seems to be specific to the instrument panel - I have submitted a photo of it.
