The code may still be stored in the PCM, connect a scanner and clear the code. Not likely, if you're now getting an OVER voltage the light will come on

I noticed one night driving down the road my lights shut completely off come back on shut off come back on then it didn't do it for a while then one day I pulled up to the house went to shut my lights off and they would not shut off no matter what I did shut the car off pushing the switch in and on it did not matter anybody else have this problem
Your headlamp relay likely went/welded itself closed. Replace the part. Other possibility, the control switch broke; though this usually means the lights will not turn on, vs not stay on.
If you have replaced the fuel filter and fuel pump, but still smell fuel, there may be another issue causing the fuel odor. Here are a few possibilities:
Leaking fuel injectors: Fuel injectors can develop leaks over time, which can result in a fuel odor inside the car.
Fuel tank leak: If the fuel tank is damaged or has a leak, fuel can escape and cause an odor.

If fuel smell is coming from gas cap area, its most likely the gas cap that needs to be replaced or EVAP canister located under the rear bumper (below trunk) in black rectangle box. If its coming from the front of the car under the hood, check your PCV valve (brown PCV - passenger side near oil fill).
